Just Ask Phil

I thought this was a little strange when I ran across it.  Because of zero tolerance policies in school districts, six-year-olds are being disciplined for sexual harassment.  I think its a good idea to be strict on sexual harassment, especially with middle school and high school students.

I’m not sure that elementary students have the understanding and intentions to commit sexual harassment.  Maybe sixth graders, but not first graders.
